Training goals
The main objective of the training is to prepare public servants with theoretical knowledge and practical tools for integrating gender into strategic and annual planning, in accordance with national obligations arising from laws and methodology.
Creating policies, strategies, programs and projects with the inclusion of a gender perspective contributes to solving many development problems and brings concrete benefits to the government, to individuals – women and men, and to society as a whole.
Although when it comes to strategic planning, it is considered that those who work directly on the preparation of strategic plans are the most responsible, everyone is affected not only by the preparation but also by the implementation of strategic plans. Therefore, this training would be useful for representatives from multiple sectors of the institutions.
Training results
Upon completion of the training, participants will be able to:
1. Situation Analysis
- Detect gender inequalities through a gender-sensitive understanding of statistics, laws, programs and services;
- Conduct a gender analysis of current policies and practices.
2. Identify entry points
- Knowledge to evaluate the strategic planning phase and identify where to integrate a gender perspective;
- Consider the series of preparation processes: from needs, objectives to indicators.
3. Creating gender-responsive policies and programs
- Create activities that respond to gender needs;
- Define gender-sensitive indicators for monitoring and evaluation
4. Gender-responsive budgeting
- Understand the concept and application of GRB (gender-responsive budgeting).
- Include a gender aspect in budget analyses and programs
5. Institutionalization through measures and advocacy
- Formulate recommendations for the introduction of a gender mechanism (coordinator, working group);
- Develop strategies for advocacy and communication with decision-makers and the public.
